Project background


As an essential place connecting Europe, Asia, the Middle East and Africa, Serbia plays an important role as a ‘transport corridor’. Digital transformation has always been a priority of the Serbian government, as the digital economy is a new driving force for Serbia's economic development. The implementation of ITS Serbia project will become a milestone for the digital transformation of Serbia's economy and society. The successful experience is expected to be replicated in more cities in Serbia.


Client's requirement


Belgrade, the capital of Serbia, covers an area of 200 square kilometers and houses a population of over one million. In recent years, with the development of the city, road safety problems such as red-light running and speeding have escalated, posing a serious challenge to government management. The Serbian government is eager to comprehensively maintain traffic order and improve road safety through effective measures.


Solutions


As a key project of the Ministry of Internal Affairs of Serbia, it will help the city's traffic management authorities to effectively capture and penalize frequent offenses such as red light running on urban roads and speeding (200km/h) on highways by establishing an ITS system for Belgrade. At the same time, technological means will be used to crack down on EU vehicles committing offenses within Serbia. The ANPR system, the software platform in the ITS system, consists of three modules: the system management center, the equipment management system and the offense penalty system. The system management center mainly manages system users, permissions, logs, personnel, etc.; the equipment management system mainly manages hardware equipment such as entrances, checkpoints, electronic police, etc.; the offense penalty system mainly copes with the violation videos, which are uploaded to the management department's internal punishment system after manual review, in order to punish the violations.


Customer value


Once the project is completed, Belgrade will be supported by a well-developed intelligent traffic management system, and the traffic management and service level will be enhanced by digital technology, which can effectively eliminate long-lasting traffic management problems in Belgrade, significantly reduce traffic accidents, and drastically lower the accident-related casualty rate. In addition, it mitigates environmental pollution, provides jobs and enhances the well-being of urban residents.
