On January 21, 2025, Hualu Group's 2nd Session of the 4th Employee Representative Assembly and Work Conference 2025  were held in Beijing and Dalian via online meetings. The meeting, guided by Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, fully implemented the spirit of the 20th National Congress of the Communist Party of China and the 2nd and 3rd Plenary Sessions of the 20th Central Committee, as well as the Central Economic Work Conference and the 4th Plenary Session of the 20th Central Commission for Discipline Inspection, and followed the requirements of the State-owned Assets Supervision and Administration Commission of the State Council and the deployment of the Work Conference 2025 of China Electronics Technology Group Corporation (CETC). The meeting summarized the work of Hualu Group in 2024, analyzed the current problems, internal and external risks and challenges, and made arrangements for 2025.

Ouli, Secretary of the Party Committee and Chairman of Hualu Group, attended the meeting and delivered a speech titled Build Competitive Advantages with Entrepreneurship, and Innovation, Harmony and Intelligence, Write a New Chapter of the Times with Diligence and Pragmatism. Yin Songhe, Deputy Secretary of the Party Committee and General Manager, delivered a work report titled Take Due Responsibility with Courage and Action, Make New Achievements and Promote New Development in the 'Fifth Strategic Transformation. Yang Yongsheng, Deputy Party Secretary and Chairman of Trade Union, presided over the meeting. Leaders of shareholder units and group leaders attended the meeting.

The primary agenda of the meeting was to study and implement the spirit of the important speech delivered by General Secretary Xi Jinping at the 4th Plenary Session of the 20th Central Commission for Discipline Inspection of the Communist Party of China, as well as to convey the spirit of the work conference 2025 of CETC.

The meeting emphasized that 2024 is the "year of restructuring and integration, deepening reform, and the starting high-quality development" for Hualu Group. Over the past year, the Party Committee of Hualu Group has adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implemented the decisions and deployments of CETC, actively cooperated with the CETC Party Leadership Group in inspections, met the requirements of inspection rectification tasks, and led Hualu Group to integrate into the overall development strategy of CETC. Over the past year, the Party Committee of Hualu Group has fully played its role in "setting the direction, managing the overall situation, and ensuring implementation," uniting and leading the cadres and employees to study and implement the spirit of the Third Plenary Session of the 20th CPC Central Committee, strengthen Party building, prevent risks, stabilize the overall situation, and promote the continuous advancement of high-quality development. Over the past year, the Party Committee of Hualu Group has closely focused on "1+3+N" digital economy development strategy, "12854" work approach and goals, and vigorously promoted comprehensive deepening reform with the implementation of restructuring tasks as the key point. Over the past year, the Party Committee of Hualu Group has fulfilled its primary responsibility of full and strict governance over the Party, integrating Party discipline learning, expert interpretations, thematic Party lectures, warning education, and problem rectification. In addition, the Party Committee has fulfilled the responsibility of full and strict governance over the Party through "everyone keeping records with forms", taken the lead in enhancing resolution in politics, discipline, morality, and anti-corruption, improving work style, promoting responsibility, and ensuring implementation.

The meeting stressed that it is necessary to fully recognize one's own conditions and the macro trend, and to accelerate the promotion of the "fifth strategic transformation" with self-revolution. With a mindset of starting anew and re-entrepreneurship, Hualu will integrate the strategic capability enhancement objectives of CETC into the practical actions in seizing opportunities, deepening reform, and promoting development. We will strengthen and improve the systems and mechanisms for fostering new quality productive forces, address shortcomings in core technology R&D as well as market expansion capabilities, and cultivate new drivers and competitive advantages.

The meeting emphasized that 2025 is the final year of the "14th Five-Year Plan," and the "year of integration of restructuring, deepening reform, and high-quality development" for Hualu Group. It is necessary to further enhance political capability, understand the "major issues of China," and effectively strengthen the sense of responsibility, mission, and urgency in promoting strategic transformation. It is necessary to further enhance strategic capability, push forward state-owned enterprise reform, and ensure the closed-loop implementation of various strategic consensuses. It is necessary to further enhance technological innovation capability, promote the deep integration of industry, education, and research to facilitate the transformation of achievements, and cultivate new quality productive forces with core competitiveness. It is necessary to further improve the ability to select and cultivate talents, strengthen the construction of the cadre and talent team, and build a cadre and talent system that matches high-quality development. It is necessary to further enhance cultural soft power, promote "Ten Concepts" and "Ten Initiatives" to deeply root in people's hearts, so as to provide strong support for high-quality development. It is necessary to further enhance the ability of party building, exercise full and rigorous self-governance of the Party, and lead and guarantee high-quality development with high-quality party building.

The meeting put forward the requirements for implementing the spirit of the CETC work conference 2025 and the arrangement of this meeting: Conduct in-depth study and comprehension, and ensure effective mobilization and deployment. This meeting proposed that the "Fifth Strategic Transformation" is a major decision based on the changes in the external situation during a new round of technological and industrial transformation, in connection with the actual reform and development of Hualu Group since the "14th Five-Year Plan", and adhering to innovation. Revolving around the layout of "one consolidation and three strengthenings" of CETC, all units should thoroughly implement the spirit of this meeting, accurately position their roles in the overall tasks and goals of Hualu Group, and, in combination with the key task responsibility and orders of their units, further deploy, plan, and refine the key work for the whole year. Second, responsibilities must be clarified and implemented, and work loop must be closed. It is essential to uphold a strategic, goal-oriented, problem-focused, pragmatic, systems-thinking, and development-driven approach, and practice the style of "upholding integrity, speaking the truth, take specific steps, avoid blinding following superiors, and grounding all the efforts in reality." Resolutely support the implementation of the reorganization plan and the landing of the "Seven No. 1 Projects", close the work closed-loop, and make every effort to complete the annual key tasks. It is needed to systematically plan the "Fifteenth Five-Year Plan" and promote the success of Hualu Group's "Fifth Strategic Transformation". Third, continuously promote the reshaping of corporate culture and gather ideological synergy. We should persistently advance corporate culture development, implement CETC's corporate spirit of "be dedicated to the mission, bold in innovation, proficient in collaboration, and pragmatic in execution.", actively practice Hualu Group's "Ten Concepts" and "Ten Initiatives (2025)", and gather synergy for high-quality development.
